A Message from Lord Pickles and Lord Blunkett, followed by The Patio Black Spot Removal Company Limited's best practice article

The ability to listen and learn from one another has always been vital in parliament, in business and in most aspects of daily life. But at this particular moment in time, as national and global events continue to reiterate, it is uncommonly crucial that we forge new channels of communication and reinforce existing ones. The following article from The Patio Black Spot Removal Company Limited is an attempt to do just that. We would welcome your thoughts on this or any other Parliamentary Review article.

ambient temperature of 25 degrees
Celsius have seen this rise to over 40
degrees, and so our systems can be
absolutely essential for the comfort of
the residents.
We have solved thousands of instances
of these issues while also working to
help ease noise pollution in homes and
reduce the risk of crime, as residents
no longer have to keep their windows
open during the night.
While solving these issues once they
have arisen is a necessary step, real
value and progress will be made
when they are prevented at the very
outset. The best way to do this is
through the installation of smart home
automation, smart lights and smart air
conditioning. House builders can leap
ahead of their competition by looking
to drive value into homes during the
construction process. We are open to
collaboration with these housebuilders,
and if we are brought in at the
beginning of a project, efficiency and
cost-effectiveness will be increased.
Our involvement is backed up by our
commitment to maintenance, and we
continue to service our units long after
they have been installed.
On the publicly focused side of the
company, we have recently completed
a flagship project to install heating,
ventilation and air conditioning in a
south London Network Rail depot. We
completed an entire refurbishment and
installed a full air conditioning system,
alongside ventilation, which covered
two floors.
A benchmark for the future
As we look ahead, I predict that
the growth in demand for control
innovation will slow down. Financial
and political uncertainty may well turn
our industry from a necessity into a
luxury, but trends like these are very
hard to accurately predict.
The Chartered Institution of Building
Services Engineers have recently
updated their guides, aiming to
improve the way air pollution is
handled within buildings. Because of
this, I believe next year will see a drive
towards specialist air filtration, further
driving innovation to reduce the
environmental impact of our sector.
Despite this uncertainty, I know
our company will continue to push
our industry forward, offering all of
our clients an unrivalled care-more
approach to air conditioning.

Best New Product Award
(Garden Landscaping) at
GLEE 2019, the NEC
Formed in February 2012, The Patio Black Spot Removal
Company Limited was created to provide the answer to the
question: “How do you remove those hideous black spots
from garden stonework?” Seven years later, with its products
now stocked in over 150 garden centres in the UK, the family-
based company has become a market-leading name in garden
retail. Managing Director Simon Essex talks to the
Review
about
how the move towards alfresco dining has underpinned his
company’s success.
Warmer and longer spring and summer periods have seen the British public
embrace the great outdoors and have been responsible for the increase in alfresco
dining over the past 12 to 15 years.
Households have invested small fortunes in natural stone patios or terraces as the
centre piece of their garden. Four-course candlelit dinners, complemented by fine
wines and stilettos, have replaced the invitation for a beer, a burger and a bun, on
a dirty patio, of the last century.
For the first two years, the area maintains its pristine appearance. At the beginning
of the third year, the so-called “patio black spots” begin to appear on certain
slabs, almost by stealth, with no obvious explanation. After five years, the entire
area has become infested, and the garden centre piece has become something of
anembarrassment.
The normal response is to reach for the pressure washer in an attempt to remove
them, but, because they grow into the stone, removing the remainder of the dirt

You call it lichen; I call it
lichen – let’s call the whole
thing moss
Patio black spots are spores of black
lichen that emanate from trees and
are carried on the breeze until it rains,
landing on your garden stonework.
Subsequently they feed off the various
minerals in the stone. They produce
roots, anchoring themselves into the
surface, which is why pressure washing
will not remove them.
The majority of “patio cleaners”
available contain acid, which
will dissolve limestone and stain
sandstone orange, not to mention
having a devastating effect on
surroundingplants.
Our system
The Patio Black Spot system is
designed to completely restore the
original colour to any type of garden
stonework, whatever the age, in a
matter of hours at a fraction of the
cost of re-laying. Used correctly, it
is both pet and bird friendly, and
biodegradable.
The Patio Black Spot Removal System
consists of three different removers:
Patio Black Spot Remover for natural
stone, such as York stone, limestone
and Indian sandstone.
Patio Black Spot Remover for artificial
stone and cement-based slabs such as
Marshalls or Bradstone.
Patio Black Spot Remover for brick and
block pavers.
The preventer is the go-to maintenance
product – applied annually, and a
quarter the price of the removers, it
prevents the return of the black spots.
Identifying the market
Due to the nature of our work, we
became aware that we were operating
within a niche market. While the
problem clearly existed, the challenge
from the outset was how to educate
the British DIY market to identify
the problem, its cause, and the
best way to remove it and control it
goingforward.
Even more important was to how to
gain the trust of the same people, as
to why ours works, when no other
product available on the market would
even begin to remove the spots.
Ultimately, with many new products,
it’s all about the value gained when
using our product, as opposed to
much cheaper acid-based patio
cleaners that were currently available
but had no effect.

The average cost of a new Indian
sandstone patio is now £150 per
square metre, supplied and laid. The
average cost to restore the original
colour and condition of that natural
stone patio, using our Patio Black Spot
Remover, when it is seven to ten years
old, is three per cent of that.
With 23.5 million properties with
gardens in the UK, we felt the best
way to reach them was through
garden shows. By putting ourselves out
there and speaking face to face with
the very people we were desperate to
communicate with, hopefully we could
build the trust that persuaded them to
buy into the company and, of course,
to buy the product.
We began exhibiting at the Surrey
County Show in May 2013 and
Harrogate Autumn Flowers in
September that same year. We have
extended our list to all the major
garden shows, including Chelsea,
Hampton Court, Tatton Park and
BBC Gardeners’ World, a total of 16
all over the UK between April and
the end of September. We have now
developed a special and personal
relationship with thousands of clients
and, in the process, with the Royal
HorticulturalSociety.
What’s next?
After six and a half years, based in
a small shop in Elstead, Surrey, in
February last year the Patio Black Spot
Removal Company Limited moved to
much larger premises in Tilford, near
Farnham in Surrey.
Apart from the DIY market, we have
our own team of site technicians who
cover the length and breadth of the UK
and guarantee 100 per centsuccess.
We also have our own production unit
close by, part of which is a dedicated
distribution depot, from which every
order is dispatched.
The company was set up to produce
in Sydney, Australia, as The Patio Black
Spot Removal Company PTY Ltd in
2015. Production for the Australian
market is based there to alleviate any
issues with transporting products
around the world.
The company has a distributor in
Singapore and has also exported to
the USA, including California and
Texas, as well as offering advice
to the National Park Service in
Washington DC regarding the Thomas

Rt Hon Elizabeth Truss's Foreword For The Parliamentary Review

By Rt Hon Elizabeth Truss

Even by the standards of the day –this has been one of the most exciting and unpredictable years in British politics.

The leadership election we’ve just seen marks a huge moment in our country’s history. This government is taking a decisive new direction, embracing the opportunities of Brexit and preparing our country to flourish outside the EU.

As international trade secretary, I’ll be driving forward work on the free trade agreements that are going to be a priority for the government. Free trade isn’t just an abstract concept bandied around by technocrats. It is crucial for a strong economy and for the ability of families to make ends meet. Free trade benefits people in every part of our country, as British firms export to new markets and people doing the weekly shop have access to a wider choice of goods at lower prices.

The essence of free trade is in the title: freedom. It’s about giving people the power to exchange their goods without heavy government taxation or interference. Commerce and free exchange are the engine room of prosperity and social mobility. I’m determined to tackle the forces who want to hold that back.

One of my priorities is agreeing an exciting new free trade deal with the US, building on the great relationship between our two countries and the Prime Minister and US President. But I’ll also be talking to other partners including New Zealand, Australia and fast-growing Asian markets.

And with the EU too, we want a friendly and constructive relationship, as constitutional equals, and as friends and partners in facing the challenges that lie ahead – a relationship based on a deep free trade agreement. Our country produces some of the world’s most successful exports, and the opportunity to bring these to the rest of the world should make us all excited about the future. It is this excitement, optimism and ambition which I believe will come to define this government.

For too long now, we have been told Britain isn’t big or important enough to survive outside the EU – that we have to accept a deal that reflects our reduced circumstances. I say that’s rubbish. With the right policies in place, we can be the most competitive, free-thinking, prosperous nation on Earth exporting to the world and leading in new developments like AI. To do that, we’ll give the brilliant next generation of entrepreneurs the tools they need to succeed. Since 2015, there has been a staggering 85 per cent rise in the number of businesses set up by 18 to 24 year olds – twice the level set up by the same age group in France and Germany. We’ll help them flourish by championing enterprise, cutting taxes and making regulation flexible and responsive to their needs.

As we do that, we’ll level up and unite all parts of the UK with great transport links, fibre broadband in every home and proper school funding, so everyone shares in our country’s success.

2019 has been the year of brewing economic and political revolution. 2020 will be the year when a revitalised Conservative government turbo charges the economy, boosts prospects for people across the country, and catapults Britain back to the forefront of the world stage.
